Do you mean customized letterheads on emails ? if so exert below from the Notes help ( found under stationery / creating ) might help.
If you ARE creating a letter, then you would have to create a form that looks like a letter (with the necessary contact/address fields and static text). You could add a layout region at the top of the form and insert any bitmap graphic for your "letterhead".

Creating stationery using a customized form
When you create stationery, you can choose a form that you can customize with your own header and footer text or picture. 1. Choose Actions - Mail Tools - Create Stationery. 2. Choose "Personal Stationery," and click OK. Note If you choose Memo, Notes lets you create stationery using the standard memo form. 3. In the first field (above the From field), enter text in any format or a picture you want at the top of the stationery. 4. Fill information in the address fields and the Subject field. 5. in the field below the Subject field, type the body of the stationery. 6. In the last field on the form, enter text in any format or a picture you want at the bottom of the stationery. 7. (Optional) Click Delivery Options, and change any delivery options you want. 8. Click Close. 9. When Notes asks if you want to save the stationery, click Yes. 10. Type a name for the stationery, and click OK. To create a message using this stationery, open the Drafts folder, highlight the stationery, and click Use Stationery.
