I have experienced same problem. We took delete rights away from users. Instead we added field "mark for deletion" via check box. Set up a view "marked for deletion" to pull out the marked documents and have an experienced person go through the list and delete accordingly. In your regular views add to your SELECT formula to filter the items marked for deletion. Example call the chekbox for deletion field "retention". You know unchecked =0 and checked =1 always so go into your view SELECTs and append & retention=0 , so as soon as doc is marked to be deleted it will not show up in the view, but it will not actually be deleted, until the admin or specified person truly deletes it.
